“Information and Citizens' Participation - A Democratic Instrument of Governance”

In the latest years, citizens’ information on public services, their standards, became one of the most important problem in public sector of Republic of Moldova. On the other side, a comprehensive and in-time information on the public services is able to increase the transparency of government and the citizens’ rights to public services. To offer an effective access to information and public education is as important and essential as the citizens' opportunity to express their opinions and critics about the Local and Public Administration.

Objective:

	To introduce citizens with their elected representatives’ roles and responsibilities
	To increase responsibility of the elected representatives, and their awareness of the necessity to constantly cooperate and communicate with the citizens,
	Increasing the common knowledge of the real problems the local NGOs and the civil society are facing and to construct a relation of real cooperation between the elected representatives and the local community in order to solve these problems
	Establishing of the special informative community service for citizens’ information, documentation and consultation in Bardar community
	Facilitation of the access to information on existing public cervices and providing orientation according citizens' need.

The main aim is development of citizens’ participation itself and use it as an instrument of democratic governance

The beneficiaries of the project are citizens from village Bardar: 6,000 inhabitants.

The project amounting $6,800.00 USD is co-financed by NGO RSI and Norway Government

Project 2. "Effective tobacco control advocacy campaign through developing multisectoral networks in Moldova"

The project, amounting 7,000.00 USD is financed by World Health Organization:

Implementation period - January 2004 – July 2004

The main goal is to create a multisectoral approach to address tobacco policy problem more efficiently as an instruments, which will let teachers, NGOs, media and peer leaders to advocate tobacco-related problems in young people’s lives. They will learn to deal with the situation where substances of abuse are seen as a means to solve psychological problems and to meet natural needs of teenagers – communication barriers with adults and with opposite sex, every day stress in schools, poverty and unemployment. The training materials which could be used in work with teenagers to show them other ways to satisfy their needs and to solve their problems instead of intoxicants will be developed. The project is supposed to influence the work of different agencies and organisations involved in tobacco policy, prevention, treatment and rehabilitation in Moldova.

The project objectives are:

	To motivate and mobilize community actors to become tobacco control advocates at the grass-roots level
	To develop the instrument to address tobacco use problem in youth relevant way
	To promote health and reduce the personal, social, and economic harm caused by using tobacco products
	To train target group to use the prepared kit (the elaborated materials) in their activities

Target group:

	Teachers (high schools and middle schools Psychologists, Health leaf educators),
	NGOs & Peer leaders - Social cervices staff working with youth, radio and TV journalism' students, young adults
